Right now these are separate step so you need to decide to keep Colonial Brigades first and after that Return to Colonies for the other troops is performed. This can become confusing. Combine return to colonies with the decision to leave Colonial Brigades or not?

+1, the logs and/or prompts should be clearer what you are suppose to be doing, why you are doing it, and what winter step it corresponds to (in name or #).

What I have in mind right now it create an overview of the different steps and there will be a marker / arrow showing which step is currently performed. That should make it clearer what is happening in combination with the prompts I think. Similar things should then be there for the other LRs and ARs.
