I wouldn't have put this in the specific game, except that that is what the penalty screen instructed me to do.
I spent 10 minutes refreshing my screen to try to come back, but nothing worked; when I was able to access again, I had been kicked from the game. However, all other websites worked very quickly for me at that time.
The penalty screen claimed the server was normal at the time, and while there were clearly some servers working, there is a noticeable and sudden downturn in moves played at the time when I could not access the website.

Yeah, your instinct was right. I'm not sure what the penalty screen says, but if it tells you to report this against the specific game, it's wrong. That would only be appropriate if the issue happened because of a bug in the game implementation, which doesn't seem to have been the case here.
Do feel free to raise a report against the main site. (You may also want to wait a day or two: it is rare that such an incident is isolated, whereas when many people are affected, the kind folks at BGA usually cancel the resulting penalties en masse after they've got the situation under control.)
