It never triggered even at the end of the game when I had activated every single one of the secondary factories

It looks like you need to check the rulebook again, you only activated/upgraded 5 factories.

On the move 23-25 you have Turn 6. That's absolutely impossible to activate/upgrade 6 factories at Move 6. I can agree the wording in the rulebook is messed this but "upgrade a main factory" means crossing of ALL robots + energies. And "activating a secondary factory" means crossing off ALL robots + energies. Turn 6 means you crossed off 6 robots/energies, this means activating/upgrading 2-3 factories as a maximum

The game is designed for plan card to be achieved in the second half of the game, not on turn 6 :)
