• Prosím popiš svůj návrh přesně a konzistentně, aby bylo snadné pochopit, co máš na mysli.
we played a close game and in the last round one team had a mandatory play (joker). Although the other team won on points, because they did not make the hand they lost the game. Final round should not draw a joker from the pile.

Very sorry, but this really doesn't make any sense to me.
This would happen in real life just the same with jokers in the draw pile.
If you don't like the luck (or unluck) of the draw with jokers, then just exclude them from the draw pile (this is a game option).
Furthermore, there is no guaranteed way to know when it will be "the last round" when playing for points.
You can be at 1495 of 1500 points but then go Nat and another round is needed.
Or you can be at only 1140 points and then suddenly play a Mars with 2x 50 roem in tricks and boom, game over.
This would happen in real life just the same with jokers in the draw pile.
