Page 16 of the given English language rules say "Concerning Chicago, the 'prison', 'hospital', 'banished', and 'revolver' cards are worth 0, and no sanction is applied." On page 17, the -$2 card is referred to as "theft". Since it is not mentioned in the list on page 16, the -$2 should be applied to Al Capone's total.
