I was the other player in this game and I confirmed that there were blue arrows left to be place but that instead of continuing the route down in Australia off on a non-looped last piece, the game was treating it like a loop had been made, and forcing the players to start from the home city. This route had been extensively "de-arrowed" by one player removing tickets every turn.

The blue arrow has made a loop and there are plenty of blue arrows left, but I cannot click on blue to add an arrow to the route. If I get enough tickets, i will remove a blue and see if it fixes it, but for now it is stuck.

a turn later, we have confirm that neither player can click on blue, even at the start of a new turn. The game seems to not know how to place the 2 arrows sitting in the available supply, so it just doesn't let them get used at all.
