Using Chrome.
Sometimes it works fine and sometimes it gives things like shown in the screenshot.
Problem typically occurs with zooming > 100% or when the browser window is small.
F5 solves this problem.
Also, sometimes when fiddling around with the zoom after having set the boards to appear left or right, the user preferences will revert to bottom without any input on my part.
This was tested at the very start of the game.

We had this issue before but it has been fixed.
I was unable to reproduce this display even when playing with Chrome zoom.
Don't you have a way to reproduce issue every time? Did you try CTRL+F5?
And yes it's normal (not a bug) it reverts to bottom if you don't have enough space to display boards on right or left :)
I have a 1920-1080 screen.
Chrome window is maxed, windows toolbar is displayed below chrome, bookmarks and address bar are taking some space at the top of Chrome.
Font size is 100% (both windows one and chrome one)
Chrome zoom at 110%
With those settings, the problem is repeatable for me.

Clicking again to "collapse" the discard pile restores the viewability of the display.
What is a "sufficient" size of discard pile that triggers this behaviour? In a 3er game of the original edition, 7 cards is not a sufficient size; however, in a 3er game of the second edition, 9 cards /is/ a sufficient size.
Should I attempt to provide more detail on this behaviour as I continue encountering it?
I followed a RT game yesterday with left / right layout to see what happened.
I came to the same conclusion as you: when elements (like objective cards) go on multiple lines visually, then the display get broken.
For further documentation of this bug, just now, on table 233508462 at move 80, my delivery cards went to my discard pile (i.e. subphase 4 of Kansas City), and immediately the blue player's board shifted from the "stack" underneath my board to the right of my board, displacing the main board and so on as described above.
This is especially odd to me as the blue player is neither player 2 nor player 4, but is player 3 relative to my own position as player 1 (i.e., my position at the top of the stack, since we're talking about my display here).
Instead of F5, I click open the option gear and click "Left" then "Right" under "Player boards layout", and that fixes it for me.
so it was at loading only? did you reproduce the behavior every time?
Last time I played with this feature I didn't get visual bug anymore.

There's seemingly no way of predicting when this happens upon loading; and F5 does fix the issue, as does my quicker "Right-Left" fix.
For example, I just loaded table 235554423 at move 99 and it loaded with this display bug, but I can't seem to force the bug to happen again /upon loading/. But I /can/, by expanding and collapsing my discard pile, force the bug to happen at will.
I normally play with my discard pile collapsed, and it's when I expand that pile that I can often (but not always) trigger this bug. When I collapse the pile again, the display resumes normal appearance.
However, here's what I notice:
When I expand my discard pile, which triggers the bug, if I click "Left" then "Right" again under "Player boards layout", the display again resumes normal appearance, even though the discard pile is still expanded. Now, however, when I collapse and expand the discard pile, the display bug doesn't recur.
Is this enough detail to convey what's happening in this particular situation?
I realized with player hand NOT floating the display is broken ^^

No, I don't play with either the floating player board or cards—I hated having a huge part of the board obscured, so I immediately disabled those options in my first game. :-$
Perhaps try playing all the way through a few games with my configuration, and I'm sure that you'll see it crop up from time to time. :-)

Took this screenshot since the bug happened at the very start of this game, where my hand was expanded to allow me to discard down to four cards.
I don't think the circumstances are fundamentally different from the other situations, but now I see that if the table is set for the Second Edition, this will happen to players 3 and 4 (and possibly 2) with certain browsers right at the start.
Because display compute is usually done on click and not after element finished their positioning ><
